FCC grants SpaceX international authorization for Starlink Mobile services

The U.S. Federal Communications Commission has granted SpaceX an international authorization under Section 214, allowing the company to expand certain cross-border telecommunications services through its Starlink Mobile initiative.

The authorization represents a regulatory step toward SpaceX’s broader ambition of connecting smartphones directly to satellites, particularly in areas where conventional mobile networks remain unavailable or unreliable. The company aims to use its Starlink satellite constellation to provide connectivity beyond the reach of traditional terrestrial infrastructure.

The FCC authorization allows SpaceX to facilitate international communications traffic between the United States and other countries and could support the company’s activities through affiliated entities in markets across Latin America, Europe, Asia and Africa. However, the approval does not automatically authorize commercial operations in every country.

SpaceX will still need to obtain separate approvals from telecommunications regulators in individual markets before offering Starlink Mobile services locally. Regulatory requirements can vary considerably between countries, particularly for spectrum use, satellite communications and direct-to-device connectivity.

Starlink Mobile is part of a broader shift in the satellite communications industry toward direct-to-device technology. Instead of requiring consumers to use specialized satellite phones or terminals, the technology is designed to allow compatible conventional smartphones to communicate with satellites in orbit.

SpaceX has been developing the service with mobile operators in several markets, with the goal of enabling services such as messaging, voice communications and data connectivity. The technology could be particularly relevant for remote communities, rural areas and locations affected by natural disasters or disruptions to terrestrial networks.

The company has also outlined plans to increase the capacity and speed of satellite-to-phone connections as its network expands. Future developments could allow increasingly sophisticated data services, although performance will depend on satellite capacity, spectrum availability, handset compatibility and local regulatory approvals.

The FCC decision therefore marks an important regulatory development for SpaceX’s international ambitions, but the expansion of Starlink Mobile will depend on further authorizations and agreements in individual countries.
