Estonia’s defence minister resigns over concerns surrounding defence contracts

Estonia’s Defence Minister Hanno Pevkur has resigned after concerns were raised over the management of defence-related activities and procurement procedures. The Estonian Ministry of Defence confirmed his resignation on Wednesday evening, bringing an end to his tenure, which began in July 2022.

Pevkur said the findings raised by Estonia’s National Audit Office had created a question of political responsibility. He said he believed it was appropriate for him to assume responsibility for the defence sector and hand over the position to Prime Minister Kristen Michal at a suitable time.

The resignation comes amid growing scrutiny of Estonia’s defence procurement and financial oversight, particularly as the country continues to increase military spending and support Ukraine in the context of the war in Europe.

One of the cases attracting attention involves a 2024 contract for artillery shells intended for Ukraine. Estonian authorities reportedly paid an advance of nearly €70 million to Italian company Datasel, which is owned by Indian defence manufacturer Neco Defence Munitions. Neither company had previously produced artillery shells, and Estonia has since launched an investigation into the circumstances surrounding the agreement.

The controversy follows an audit by Estonia’s National Audit Office that identified shortcomings in the management and accounting of military assets. The review also reportedly found violations of accounting procedures, weaknesses in contract and payment oversight, and financial risks that were not adequately communicated to parliament.

The developments come at a sensitive time for Estonia, which regards national defence and military preparedness as major strategic priorities because of the broader security situation in Europe. Tallinn has significantly strengthened its defence capabilities in recent years and has been among the countries supporting Ukraine with military assistance.

Pevkur’s departure places renewed attention on the government’s responsibility for ensuring transparency, effective procurement and proper financial controls within the defence sector. The ongoing investigations are expected to determine whether further administrative or legal measures are necessary in connection with the disputed procurement arrangements.
