Anti-migrant tensions intensify in Ceuta amid growing unrest

Tensions surrounding migration have intensified in Ceuta in recent days, with Spanish media reporting protests, attacks and growing hostility toward migrants and organizations providing them with humanitarian assistance. The situation has created an increasingly tense atmosphere in the Spanish enclave, where thousands of migrants remain in difficult conditions.

According to reports from local media, concerns have also emerged over the presence of individuals wearing camouflage-style clothing and masks during recent demonstrations. The organization DAUBMA said such individuals appeared in recordings and were allegedly linked to attacks against Spanish Muslim residents. The group has called for an investigation into the reported incidents.

Civil society organizations have also raised concerns over the alleged purchase of flammable materials that could potentially be used to make incendiary devices. One reported incident involved three firebombs being thrown in the Villajovita neighborhood. Activists have warned that unidentified individuals could attempt to infiltrate demonstrations and provoke further violence.

Tensions reportedly escalated over the weekend, with incidents involving migrants and humanitarian organizations. Spanish media reported that protesters approached a migrant camp on Benítez beach, where some belongings were allegedly destroyed and set on fire. In another incident, demonstrators reportedly attempted to prevent a Red Cross vehicle from reaching migrants to distribute food.

The rise in anti-migrant rhetoric has also been visible online. A study by the Spanish Observatory of Racism and Xenophobia, known as Oberaxe, identified 9,590 hate-related posts published between July 30 and 31. According to the analysis, around 40% of the content examined sought to dehumanize migrants, while people from North Africa were the most frequently targeted group, accounting for 68% of the messages analyzed. Calls for migrants to be expelled represented 15% of the posts, while approximately 4% contained calls for violence.

Moroccan human rights organizations have also expressed concern about the situation. The Moroccan Association of Human Rights has described the developments surrounding the recent mass crossings toward Ceuta and Melilla as a serious humanitarian issue. The organization has cited testimonies from migrants alleging hunger, lack of water and violence, while calling for investigations into reported abuses.

Spanish authorities have meanwhile emphasized the need to restore calm. Interior Minister Fernando Grande-Marlaska said that thousands of migrants remained in Ceuta, including a significant number of minors, and called for an end to the escalating violence. He also highlighted continued cooperation with Morocco on migration management and announced plans for a permanent migrant facility in Ceuta with a capacity of around 800 people.

The Spanish government has also outlined investments aimed at strengthening maritime barriers around the enclave, as part of broader efforts to manage migration flows and improve border security.

At the same time, residents have taken to the streets to demand solutions to the crisis. Hundreds of people gathered in Ceuta's Plaza de los Reyes following a call by the local fire service. Demonstrators called for greater support from Spanish and European authorities and demanded measures to address the city's growing social and security concerns.

The recent developments illustrate the complex challenges facing Ceuta, where migration, border security, humanitarian concerns and social tensions have become increasingly intertwined. With both residents and migrants facing uncertainty, pressure is mounting on Spanish and European authorities to find measures capable of reducing tensions while protecting human rights and maintaining public order.
