Morocco ranks 78th globally in AI skills

Morocco ranks 78th out of 98 countries in the 2026 Global Skills Report’s assessment of artificial intelligence-related skills, highlighting continued challenges in aligning AI learning with the human capabilities and national conditions needed to use the technology effectively.

The ranking looks beyond the simple adoption of AI-related training. It assesses how the development of AI skills connects with broader human skills and the national environment required to turn acquired knowledge into practical applications.

Morocco ranks behind Bolivia and El Salvador, while several other countries in the region perform better. Tunisia ranks 58th, Algeria 71st and Egypt 43rd in the report.

The countries covered by the ranking are divided into four broad groups reflecting different levels of progress in building AI-related skills ecosystems. The top 25 countries are classified as advanced, followed by competitive economies ranked from 26th to 50th, emerging countries from 51st to 75th, and a fourth group covering positions 76th to 98th.

Under this classification, Morocco falls into the lowest-ranked group, pointing to the need for stronger links between digital skills development, human capabilities and the wider national environment supporting AI adoption.

The index combines learning data from the Coursera platform with indicators measuring national readiness for artificial intelligence. Learning data account for around 60% of the overall score, while the remaining 40% comes from the 2025 Government AI Readiness Index produced by Oxford Insights.

The learning component considers several factors, including proficiency levels, demand for specific skills, the interaction between AI-related and human skills, and the breadth of skills attracting learners. The methodology also takes into account skill balance, sample size and data reliability.

The index therefore seeks to provide a broader picture of how individuals and economies are preparing for the changing demands of AI rather than simply measuring the number of people studying artificial intelligence.

National readiness is another key component. The assessment considers government capacity, infrastructure, public policies and technological preparedness, all of which can influence a country’s ability to transform newly acquired skills into practical applications across the economy and labour market.

The report stresses that the index is not intended to measure the overall penetration of AI within a society. Instead, it examines how AI-related learning aligns with human skills and the national conditions required to make effective use of those capabilities.

For Morocco, the ranking highlights a dual challenge: expanding the pool of AI-related skills while strengthening the institutional, technological and policy environment needed to deploy them effectively.

As digital transformation accelerates and demand grows for workers capable of operating in increasingly AI-driven economies, the ability to combine technical expertise with human skills is likely to become an increasingly important factor in Morocco’s competitiveness.
