Meta reprimanded for replacing fact-checking with community notes

The Meta Oversight Board warns the company against a hasty replacement of professional fact-checking with "community notes." The independent body believes that this new system should not automatically replace information verification, as Meta experiments with its deployment in several Latin American countries.

The group led by Mark Zuckerberg recently announced the launch of tests in 16 Spanish-speaking countries in the region. The system relies on annotations added by volunteer users to provide clarifications to posts deemed misleading, incomplete, or difficult to interpret.

An experiment that raises concerns

According to the Oversight Board, these citizen contributions can serve as an additional tool in the fight against misinformation, but they cannot alone replace the work done by specialized organizations.

The board thus urges Meta to maintain an approach that combines multiple verification and contextualization mechanisms. It believes that the company should prioritize solutions best suited to the nature and scale of problematic content disseminated on its platforms.

This stance comes as Meta appears to want to fundamentally evolve its information control policy. The group had already announced the implementation of "community notes" in the United States, a system inspired by the model developed on Twitter before its acquisition by Elon Musk and its transformation into X.

Sixteen Latin American countries involved

The experiment announced by Meta covers Argentina, Bolivia, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, and Mexico.

Nicaragua, Panama, Paraguay, Peru, Uruguay, and Venezuela are also among the countries involved.

In the long term, this shift could lead Meta to reduce or alter the role of its professional fact-checking program in the region. However, no specific timeline has been provided regarding a potential transition.

The risk of an inadequate system

The Oversight Board believes that notes written by users can, in certain situations, lead to undesirable concrete consequences. Their effectiveness depends on the quality of the information provided, the contributors' ability to establish facts, and the visibility given to corrections.

Professional fact-checking relies on specialized organizations and structured verification methods. In Latin America, several partners of Meta are currently participating in this program, including Agence France-Presse.

The controversy thus goes beyond the mere technical question. It broadly concerns how major digital platforms should organize information verification at a time when misleading content can circulate rapidly among millions of users.

For the Oversight Board, the challenge now is to prevent a tool designed to complement moderation from becoming, on its own, Meta's primary response to misinformation.
