UN urges urgent action over unprecedented risks posed by advanced AI
The United Nations has called for urgent international action to address the growing risks posed by increasingly advanced artificial intelligence, warning that the rapid development of autonomous systems could have consequences extending far beyond the technology sector.
UN High Commissioner for Human Rights Volker Türk said Monday that the world was approaching a potentially irreversible transformation and urged governments and technology companies to work together on stronger regulatory frameworks for cutting-edge AI systems.
Türk warned that the implications of advanced artificial intelligence could affect fundamental human rights, including the rights to life, food, privacy, health and security. He called for an emergency response proportionate to what he described as the unprecedented risks associated with the technology.
According to the UN rights chief, the current race to build increasingly powerful AI systems represents a profound shift because it is beginning to influence virtually every aspect of human life. He argued that decisions about the future of AI should not be left almost entirely in the hands of a small number of powerful technology companies.
The rapid development of so-called agentic AI has added another dimension to the debate. Unlike conventional AI tools that primarily respond to user instructions, agentic systems are designed to carry out tasks with a greater degree of autonomy.
Türk warned that failures involving such systems could potentially disrupt essential services, interrupt communications, destabilize critical infrastructure and undermine democratic institutions.
The consequences could extend to basic necessities, he cautioned, with entire populations potentially facing disruptions to access to drinking water, heating and financial services if critical AI-dependent infrastructure were seriously compromised.
The UN official also raised concerns about the growing role of AI in armed conflicts. Autonomous and semi-autonomous technologies are increasingly being incorporated into military operations, raising questions about human oversight and the safeguards designed to prevent the use or escalation of weapons of mass destruction.
Türk's warning comes as concerns over the pace of AI development are intensifying within the technology industry itself. Some of the sector's most prominent leaders have recently argued that companies and governments should consider slowing the development of increasingly capable systems to allow safety measures to catch up.
Anthropic CEO Dario Amodei has called for a coordinated slowdown to give researchers and policymakers more time to understand emerging risks. His position has received public backing from OpenAI CEO Sam Altman and Elon Musk.
The debate has nevertheless exposed a sharp divide over how governments should respond. U.S. President Donald Trump and several figures in his political circle have opposed calls to slow the development of artificial intelligence, arguing that maintaining American leadership in the sector is strategically essential.
AI has consequently become not only a technological and economic issue but also a major geopolitical question. Governments are competing for leadership in advanced computing, semiconductors and AI research while simultaneously facing pressure to establish safeguards against potential misuse.
For the United Nations, the challenge is to ensure that technological progress does not outpace the ability of governments and institutions to protect fundamental rights.
The debate over advanced AI is therefore moving beyond questions of innovation and productivity. As autonomous systems become more capable and increasingly integrated into critical infrastructure, healthcare, finance, communications and security, the consequences of failures could become significantly broader.
Türk's appeal places the emphasis on international cooperation, arguing that governments and companies need to establish clear rules for advanced AI before the technology develops beyond effective oversight.
The central question facing policymakers is no longer simply how powerful artificial intelligence can become, but whether humanity can establish adequate safeguards before its most advanced systems begin influencing critical decisions and infrastructure on a scale that is difficult to reverse.
