Ukraine gains access to OpenAI’s advanced Daybreak cybersecurity program
OpenAI is expanding access to its advanced cybersecurity capabilities to Ukraine, placing the country's government among the organizations able to use its restricted Daybreak program for defensive security operations.
The initiative, announced on Wednesday, September 23, is designed to help Ukrainian teams identify software vulnerabilities and accelerate the development and testing of fixes, with a particular focus on protecting civilian infrastructure. OpenAI said the program is being implemented in cooperation with Ukraine's Ministry of Digital Transformation.
AI tools aimed at strengthening civilian defenses
Daybreak is OpenAI's controlled-access cybersecurity program, designed for authorized defensive work. Depending on the approved access level, its capabilities can support vulnerability discovery, secure code review, malware analysis, threat hunting, incident response and patch validation.
For Ukraine, OpenAI says the immediate objective is to give government cybersecurity teams additional tools to detect weaknesses in digital systems before they can be exploited and to shorten the time needed to develop corrective measures.
The announcement comes as Ukraine continues to face sustained cyber threats alongside attacks against physical infrastructure during its war with Russia.
A cyber front running alongside the war
OpenAI said Ukrainian authorities recorded nearly 6,000 cyber incidents in 2025, including attacks affecting hospital information systems, the energy sector and telecommunications.
The figures underline the importance of cybersecurity for essential civilian services in a country whose digital and physical infrastructure has been repeatedly targeted during the conflict.
The expansion of Daybreak therefore represents more than an additional software resource. It reflects the growing role of artificial intelligence in defensive cybersecurity, where speed in identifying vulnerabilities and preparing patches can be critical.
OpenAI widens its network of cyber-defense partners
Ukraine joins a group of governments and institutions that have received access to OpenAI's specialized cybersecurity capabilities.
The company said it has already provided access to organizations including the European Union Agency for Cybersecurity (ENISA) and governments such as France, Germany and Poland.
OpenAI has been progressively expanding Daybreak throughout 2026. In August, the company introduced two controlled access levels, Daybreak Blue and Daybreak Red, for approved defenders conducting authorized cybersecurity operations. Access is subject to identity verification, security requirements, monitoring and restrictions on permitted use.
AI becomes a new layer of cyber defense
The Ukrainian agreement comes as governments increasingly explore artificial intelligence as a tool for strengthening their ability to respond to sophisticated cyber threats.
OpenAI has argued that defenders need access to advanced AI capabilities before malicious actors can deploy increasingly autonomous cyberattack tools at scale. The company has also committed a broader $1 billion initiative to subsidize Daybreak access, training, technical support and partnerships aimed at protecting essential services.
For Ukraine, the immediate priority remains practical: finding weaknesses in systems supporting civilian services and helping security teams address them faster.
The partnership illustrates how the cyber dimension of the war is increasingly intersecting with the rapid development of AI, making digital resilience an important component of the protection of essential infrastructure.
