U.S. Court Blocks Trump Administration Plan To Move FBI Headquarters

A federal judge in Maryland has blocked the Trump administration's decision to relocate the headquarters of the Federal Bureau of Investigation (FBI) from its longtime home in downtown Washington, D.C., to the Ronald Reagan Building.

The ruling represents a new legal challenge to the administration's plans and preserves, for now, an earlier decision to develop a new FBI headquarters in Maryland.

Maryland authorities had opposed the federal government's decision to abandon the previous plan. In 2023, the Biden administration selected a site in Maryland for a new FBI complex, with Congress allocating approximately $323 million for the project.

According to the court document, the judge intends to issue a permanent injunction preventing the administration from implementing decisions connected with the relocation of the FBI headquarters to the Ronald Reagan Building, as well as from redirecting funds allocated to the bureau.

The judge also concluded that Maryland and its residents could suffer economic losses if the earlier decision were overturned. These losses could include the loss of future economic benefits associated with the planned headquarters project.

The FBI has operated from the J. Edgar Hoover Building in central Washington since 1975. The aging facility has increasingly been criticized for its deteriorating infrastructure and outdated technological systems, prompting discussions about replacing or relocating the headquarters for more than a decade.

The Maryland site was selected in 2023 after years of consideration. However, the Trump administration subsequently argued that the Ronald Reagan Building, located near the White House in downtown Washington, would provide a more suitable location for the FBI.

The building had previously been occupied by the U.S. Agency for International Development (USAID), whose operations and funding were substantially reduced under the Trump administration.

FBI Director Kash Patel has argued that constructing the planned headquarters in Maryland could cost nearly $5 billion and would not be completed until around 2035. The administration has presented the relocation to an existing federal building as a way to reduce spending and accelerate the process.

The court's intervention now puts the administration's relocation strategy on hold and adds another legal obstacle to Trump's efforts to reshape federal agencies and their operations.

The dispute is likely to remain closely watched as the legal battle develops, particularly because the FBI headquarters project involves significant public funding, federal property and the long-term economic interests of Maryland and the wider Washington metropolitan area.
