Russia explains its abstention on UN security council resolution on the Moroccan Sahara
Moscow has issued an official statement detailing the reasons behind its abstention during the UN Security Council’s vote on Resolution 2797 concerning the Moroccan Sahara. The resolution, adopted on October 31, 2025, renews the mandate of the UN Mission for the Referendum in Sahara (MINURSO) for one year and reaffirms Morocco’s autonomy plan as the most realistic and credible framework for a lasting political solution.
Russia, along with China and Pakistan, abstained from the vote. In a statement released on Sunday, the Russian Ministry of Foreign Affairs explained that its position stemmed from “the lack of transparency in the drafting process of the resolution and the haste in its adoption, which prevented the inclusion of all proposed amendments.”
Despite its abstention, Moscow emphasized the importance of renewing MINURSO’s mandate, citing the mission’s role in maintaining stability in the Sahara region and the broader Sahel area, and highlighted the need for a mutually acceptable political settlement.
Russia also reaffirmed its support for the UN’s efforts, expressing confidence in Staffan de Mistura, the Personal Envoy of the UN Secretary-General, to continue facilitating negotiations among all parties involved.
“In its contacts with all concerned stakeholders, Russia will continue to actively promote a fair, durable, and mutually acceptable resolution,” the statement concluded.
The Russian Foreign Minister, Sergey Lavrov, meanwhile, praised Morocco’s role in hosting the 6th Russia–Arab World Cooperation Forum in Marrakech, noting the “constructive spirit” of the event as an example of positive diplomatic engagement in the region.
Aside from Russia, Pakistan and China abstained from the vote, while Algeria, the main backer of the Polisario Front, chose not to participate in the voting process.
