Russia dismisses ceasefire talks without full Ukraine peace deal
Russia's Foreign Minister Sergei Lavrov rejected the prospect of a ceasefire in Ukraine on Wednesday unless it precedes a comprehensive peace agreement, labeling such proposals "not serious." His remarks came as U.S. envoys prepare for potential new talks with President Vladimir Putin. Lavrov responded to a Bloomberg report that White House envoy Steve Witkoff and Donald Trump's son-in-law Jared Kushner plan to visit Moscow soon to present Putin with the latest 20-point peace plan drafted by Ukrainian and American representatives.
"Poutine has repeatedly stated he is open to talks on Ukraine if they are serious in nature," Lavrov told Reuters. He dismissed ceasefire ideas as a ploy to buy time for Ukrainian forces to rearm and sustain the fight against Russia, aimed at preserving Kyiv's current leadership. This stance signals a setback for Western diplomatic pushes, following claims earlier this month by European, U.S., and Ukrainian officials that a peace deal was 90% finalized after December negotiations in Florida and January discussions in Paris.
On January 6, representatives from 35 countries gathered in Paris for a Volunteer Coalition summit, where France, the United Kingdom, and Ukraine signed a declaration outlining security guarantees, including multinational troop deployments post-ceasefire. Yet NATO Secretary General Mark Rutte noted after the Paris meeting that Russia "is clearly not serious about negotiations right now," pointing to Moscow's response: an Orechnik missile strike on Ukraine.
Lavrov expressed openness to briefings from Washington on recent peace initiatives and Volunteer Coalition actions. The anticipated Witkoff-Kushner trip would mark their second Moscow visit; they met Putin for five hours in December without breakthroughs, with Witkoff having seen him six times since Trump's inauguration. Ukrainian President Volodymyr Zelensky accused Russia of stalling ceasefire talks while expressing confidence that Western allies could force Moscow's hand if willing. The core unresolved issue remains territorial claims, particularly Russia's demands for Ukraine to cede its eastern Donbass region.
