Russia and India prepare nuclear energy cooperation agreements
Russia and India have completed preparations for a package of documents aimed at expanding bilateral cooperation in nuclear energy, according to Alexey Likhachev, head of Russia’s state nuclear corporation Rosatom.
Speaking to the Russian newspaper Izvestia, Likhachev said several agreements with India had reached an advanced stage and were ready to be signed. He indicated that the documents could open the way for deeper cooperation in next-generation nuclear technologies.
A major focus of the planned cooperation is fourth-generation nuclear power technology, particularly fast-neutron reactors. These systems are being developed as part of efforts to improve the efficiency and long-term sustainability of nuclear power while making better use of nuclear fuel resources.
The potential agreements come as Moscow and New Delhi continue to strengthen their long-standing strategic partnership in the energy sector. Nuclear power has been one of the key areas of technological cooperation between the two countries, with Russia playing an important role in India's nuclear infrastructure.
Rosatom has previously worked with India on major nuclear projects, most notably the Kudankulam Nuclear Power Plant in Tamil Nadu. The facility, developed with Russian technology, has become an important component of India's expanding civilian nuclear energy programme.
For India, expanding nuclear capacity is part of a broader strategy to meet rising electricity demand while reducing dependence on fossil fuels. The country is seeking to increase the contribution of nuclear energy to its electricity mix as it balances economic growth, energy security and emissions-reduction objectives.
For Russia, cooperation with India provides an opportunity to expand its nuclear technology partnerships internationally and deepen economic ties with one of the world's largest and fastest-growing economies. Nuclear projects also typically involve long-term cooperation covering technology, engineering, fuel supplies and technical services.
Fast-neutron technology represents a particularly advanced area of nuclear research. Unlike conventional reactors, fast reactors use high-energy neutrons and can potentially improve fuel utilisation while reducing certain types of long-lived nuclear waste. Several countries are studying or developing such technologies as part of their efforts to build more efficient nuclear energy systems.
The preparation of new agreements therefore points to a potential expansion of the technological dimension of the Russian-Indian partnership. However, the final scope and implementation of the cooperation will depend on the documents being formally signed and subsequent technical and regulatory arrangements.
The development comes against a backdrop of growing global interest in nuclear power. Governments are increasingly considering nuclear energy as a way to provide stable low-carbon electricity while meeting rising demand from industry, data centers and other energy-intensive sectors.
Further cooperation between Russia and India could consequently extend beyond existing nuclear facilities to include advanced reactor technologies, research and technical expertise. It would also reinforce the broader strategic relationship between Moscow and New Delhi, which covers energy, trade, defense, technology and other areas.
