Russia accuses United States of abandoning proposed Ukraine peace plan
Russia’s foreign minister Sergey Lavrov accused the United States on Monday of retreating from a peace proposal it had put forward during a summit between presidents Donald Trump and Vladimir Putin in Alaska last year, highlighting renewed friction in already fragile diplomatic efforts to end the war in Ukraine.
In an interview with TV BRICS published on February 9, Lavrov said Moscow had accepted Washington’s proposal on Ukraine at the August 2025 Anchorage summit, but argued that the United States later undermined the process by imposing sanctions on Russia’s largest oil companies. “At Anchorage, we accepted the proposal of the United States. To put it plainly, they proposed it and we accepted, the problem was supposed to be resolved,” Lavrov said. “Now it appears they are no longer willing to do so.”
Lavrov pointed to sanctions imposed in October 2025 by the Trump administration on Rosneft and Lukoil as evidence that Washington lacks commitment to improving relations or ending the conflict. The US Treasury Department blacklisted the two energy giants, citing what it described as Russia’s failure to engage seriously in a peace process to end the war in Ukraine.
“In practice, the opposite is happening: new sanctions are being imposed, and a war is being waged against oil tankers on the high seas, in violation of the United Nations Convention on the Law of the Sea,” Lavrov said, referring to US efforts to seize vessels linked to Russia’s so-called shadow fleet. He added that Moscow sees “no positive economic prospects” in its relations with the United States.
Western analysts, however, have questioned Russia’s account of the August 2025 summit. Trump said after his meeting with Putin at Joint Base Elmendorf-Richardson that “there is no deal until there is a deal,” and the talks ended without any agreement being announced. CNN reported in January that Russia appeared to be “manufacturing” an agreement that never existed, using the term “Anchorage Formula” to imply mutual understandings that were never formalized.
Kremlin spokesman Dmitry Peskov has maintained that work on Ukraine-related agreements with the United States is ongoing and that “the understandings reached in Anchorage are fundamental.” Ukrainian President Volodymyr Zelensky said over the weekend that the United States is pressing both sides to end the war by June 2026.
The latest remarks from Moscow come after two rounds of US-mediated peace talks between Russian and Ukrainian officials in Abu Dhabi failed to produce a breakthrough on territorial disputes. A third round of negotiations is expected to take place in Miami.
