Morocco takes part in PACE autumn session in Strasbourg

The autumn session of the Parliamentary Assembly of the Council of Europe (PACE) opened Monday at the Palais de l’Europe in Strasbourg, bringing together parliamentarians for the final plenary session of the Assembly’s 2026 calendar, with Morocco taking part in the proceedings.

The four-day meeting addresses several issues at the heart of Europe’s democratic and social agenda, including the protection of media pluralism and editorial independence. Members are also examining mechanisms aimed at ensuring the effective implementation of judgments delivered by the European Court of Human Rights.

Media freedom and democratic safeguards

One of the central themes of the session concerns the pressures facing pluralism and independent journalism. Discussions are expected to focus on the conditions required for a diverse media environment and on the broader institutional safeguards underpinning democratic societies.

The implementation of European Court of Human Rights judgments is another major item on the agenda. The discussions highlight the importance of translating judicial decisions into effective measures and ensuring that human rights commitments are reflected in practice.

Migration and the role of diasporas

PACE members are also turning their attention to migration and diaspora communities. The debate examines how migrants and people living abroad can contribute to social cohesion, civic participation and democratic engagement.

The issue places particular emphasis on the relationship between mobility, integration and participation in public life, as European countries continue to address the social and political dimensions of migration.

Artificial intelligence and the future of work

The programme also includes a joint debate on the role of the Organisation for Economic Co-operation and Development (OECD) in assessing the impact of artificial intelligence on the future of employment.

The discussion comes as AI continues to reshape professional activities, raising questions about technological transformation, changing skills requirements and the adaptation of labour markets.

Climate action and youth participation

Climate policy features prominently in a general policy debate titled “Europe, the continent where warming is fastest: accelerating climate action with young people.”

The session places youth participation alongside the urgency of climate action, reflecting growing attention to the role of younger generations in shaping responses to environmental change.

Morocco’s participation in the Strasbourg proceedings comes as the PACE examines a broad range of issues spanning democracy, human rights, migration, technological change and climate policy. The autumn meeting constitutes the Assembly’s fourth and final session of 2026.
