Morocco strengthens maritime security with two Dutch unmanned vessels

Morocco is set to strengthen the capabilities of its Royal Navy in underwater warfare after the Dutch government approved the export of two unmanned surface vessels designed primarily for anti-submarine warfare and mine-countermeasure missions.

According to an official Dutch government document submitted to parliament, the deal is valued at up to €13 million and includes two vessels, operational equipment, a mission-control station, spare-parts packages, technical documentation, training and the technology required to operate and maintain the system.

The vessels are designed to operate for several days with a high degree of autonomy, allowing them to monitor large maritime areas and carry out specialized missions without putting crews directly at risk. The systems are expected to be integrated and prepared in the Netherlands before being delivered to Morocco.

Dutch authorities have not publicly identified the manufacturer or the precise model of the vessels. Details concerning some of their sensors and electronic systems have also remained undisclosed because of commercial and military sensitivities.

The acquisition is significant because it would provide Morocco with additional capabilities in two increasingly important areas of naval security: detecting submarines and identifying or neutralizing underwater mines.

Morocco already operates surface ships equipped with sonar systems and has a limited number of helicopters configured for anti-submarine missions. However, specialized mine-countermeasure capabilities have traditionally been more limited. Unmanned platforms could therefore complement existing assets and provide additional protection for ports, coastal approaches and important maritime routes.

One of the main advantages of unmanned vessels is their ability to deploy sensors in potentially dangerous areas without exposing crewed ships and personnel to the risks associated with mines or other underwater threats. Their extended endurance could also support persistent surveillance while reducing the need to continuously deploy larger crewed warships.

The purchase comes as maritime security is becoming increasingly important in the wider western Mediterranean and North African region. Algeria maintains a submarine fleet that includes Russian-built Kilo-class vessels, while Spain continues to develop its submarine capabilities through its S-80 program. These developments have contributed to growing attention to underwater surveillance, intelligence gathering and anti-submarine warfare in the region.

For Morocco, the Dutch acquisition is therefore important not simply because of the number of vessels involved or the financial value of the contract, but because of the specialized technology being introduced into its maritime security architecture.

The move also reflects a broader international trend toward integrating unmanned systems into naval operations. Unmanned surface vessels can perform surveillance, reconnaissance, mine detection and other missions while reducing risks to personnel and potentially lowering operating costs.

The development of these capabilities could allow the Royal Navy to establish an additional layer of protection around strategically important maritime infrastructure. Instead of relying exclusively on conventional warships, Morocco would increasingly be able to combine crewed platforms with autonomous systems designed to detect underwater threats at an earlier stage.

The Dutch deal consequently appears to form part of Morocco's broader effort to modernize its naval forces and adapt them to an evolving maritime security environment. As underwater surveillance and unmanned technologies become increasingly important, the integration of autonomous vessels could play a growing role in protecting the country's ports, coastal waters and strategic maritime routes.
