Morocco ranks 62nd globally in the 2026 financial secrecy index

Morocco ranked 62nd out of 141 countries and jurisdictions in the 2026 Financial Secrecy Index, according to a report published by the Tax Justice Network. The Kingdom moved up one position compared with the previous edition, highlighting its continued presence in global assessments of financial transparency and secrecy.

Morocco received a score of 65 out of 100 in the index, which examines the extent to which financial and legal systems can enable or prevent the concealment of wealth and assets from tax authorities and other relevant institutions.

The index assesses countries through a range of indicators covering financial transparency and governance. Its methodology includes criteria related to the transparency of asset ownership and registration, disclosure requirements for companies and legal entities, the integrity of tax and financial regulations, as well as compliance with international standards on information exchange and cross-border cooperation.

The report places Morocco among countries with medium to relatively high levels of financial secrecy, suggesting that further efforts may be needed to strengthen transparency mechanisms, financial oversight and the exchange of information between relevant authorities.

Morocco recorded the same numerical score as Singapore, despite the two countries occupying very different positions in the overall ranking. This difference is linked to the index's additional consideration of the global scale of financial markets and cross-border financial services. Major international financial centres therefore carry greater weight in the final assessment.

At the global level, the United States ranked first in the 2026 Financial Secrecy Index, followed by Switzerland, Singapore, Hong Kong and Germany. The United Arab Emirates also appeared among the jurisdictions with relatively high levels of financial secrecy, while Luxembourg remained one of the world's prominent international financial centres.

The latest ranking comes as international scrutiny of financial transparency continues to grow. Governments and global institutions are increasingly focused on combating illicit financial flows, improving corporate transparency and strengthening cooperation between tax authorities.

For Morocco, the ranking highlights the importance of continuing reforms aimed at improving financial governance while maintaining the country's attractiveness to investors. Striking a balance between economic openness, investment promotion and effective financial oversight remains a key challenge for countries seeking to strengthen their position in the global economy.
