Morocco develops national strategy to secure drinking water resources

Rabat, Morocco – Facing increasing water scarcity and the degradation of groundwater and surface water, Morocco’s Office National de l’Électricité et de l’Eau potable (ONEE) is preparing an ambitious national strategy to ensure sustainable access to drinking water.

The strategy builds on extensive studies identifying vulnerable water sources, evaluating pollution risks, and proposing immediate protective measures. It aims to integrate local realities and cover all types of water resources, including wells, springs, boreholes, dams, rivers, and unconventional sources such as coastal wells and desalinated water.

A key component is the creation of an interoperable digital database consolidating technical, environmental, and territorial information on water sources. Advanced analytical tools will provide qualitative and predictive indicators, allowing simulations of pollution or drought risks.

The plan also includes a structured action framework across short-, medium-, and long-term horizons. Sensitive water points will benefit from real-time monitoring systems to detect accidental contamination or extreme events, while a guide of best practices will standardize resource management.

Coordination between agencies, local authorities, and industrial and agricultural operators is central, supported by dynamic dashboards and automated reports. Training programs will ensure staff can effectively use the new tools.

Through this integrated approach, Morocco seeks to strengthen the resilience of its water supply system and anticipate future challenges caused by climate change and growing demand.
