Morocco accelerates nationwide digital transformation ahead of 2030 vision

Morocco has unveiled an ambitious national plan to transform its public administration through full-scale digitization, reflecting the country’s long-term strategy to modernize governance and enhance service accessibility.

Speaking before parliament on Monday, Minister Delegate for Digital Transition Amal El Fallah Seghrouchni announced the implementation of several key projects under the “Morocco Digital 2030” roadmap. The initiative aims to make government services faster, more transparent, and more accessible while reinforcing the legal framework governing public data and digital platforms.

New legal framework for digital governance

El Fallah confirmed that new legislation is being prepared to regulate the digitization of public services, alongside forthcoming rules on open data. These measures are designed to ensure transparency and improve coordination among institutions engaged in digital transformation.

Expanding digital services across sectors

Government departments are collaborating with the ministry to simplify administrative processes and expand online services. Students can now register for the national baccalaureate exam digitally, while parents can enroll their children in schools through dedicated platforms. Citizens can also manage vehicle ownership transfers and apply for childcare facility licenses online.

Businesses have access to electronic portals for tax assistance and incentives, particularly those in the outsourcing sector. The government’s digital registry currently lists over 600 active online services, providing citizens with centralized access to public institutions.

Strengthening data-sharing and infrastructure

A national data-sharing platform allows government agencies to exchange information securely and efficiently. The ministry is also developing a digital account system to streamline user access to public services.

According to the minister, public agencies are working to enhance their databases and digital infrastructure. Financial support is provided to help these institutions digitize their systems, while monitoring and evaluation mechanisms ensure service quality and user satisfaction.

A vision aligned with global ambitions

El Fallah emphasized that Morocco’s digital transition aligns with its broader development goals for 2030 and coincides with the country’s co-hosting of the FIFA 2030 World Cup alongside Spain and Portugal. The digital strategy seeks to build a more efficient, citizen-oriented administration capable of supporting innovation and economic growth.

By modernizing its governance and embracing digital transformation, Morocco is positioning itself as a regional leader in e-government and data transparency, aiming to meet the rising expectations of its citizens and the private sector.
