Moroccan government advances social reforms and renewable energy initiatives

The Moroccan government council, led by Prime Minister Aziz Akhannouch, convened on Thursday, October 23, 2025, to approve pivotal reforms and key ministerial appointments under Article 92 of the Constitution. The session emphasized Morocco’s strategic focus on social equity, food safety, and renewable energy development as part of its broader national transformation agenda.

Social benefits reform

The council adopted Decree No. 2.23.715, introduced by Economy and Finance Minister Nadia Fettah, to revise family allowance policies managed by the National Social Security Fund (CNSS). This measure fulfills commitments made under the April 30, 2022, social dialogue agreement, increasing monthly family benefits for the fourth, fifth, and sixth children to 100 Moroccan dirhams. Effective retroactively from January 1, 2023, the reform establishes parity between private and public-sector workers, reinforcing social inclusion and equity.

Food quality regulations

Agriculture and Fisheries Minister Ahmed Bouari presented Decree No. 2.25.394, establishing modernized standards for edible oils and fats. This update strengthens consumer protection by enforcing clear marketing practices, labeling requirements, and compositional guidelines, harmonizing Morocco’s food safety regulations with international standards. The decree reinforces transparency and safeguards public health across the food industry.

Renewable energy framework enhancement

Minister of Energy Transition and Sustainable Development Leila Benali secured approval for Decree No. 2.25.100, which regulates electricity self-production facilities. The decree defines licensing, connection, and operational frameworks in alignment with Law No. 82.21, encouraging decentralized renewable energy projects. These measures support Morocco’s climate action goals, though deliberation on surplus energy production restrictions was postponed.

Senior appointments to strengthen governance

The council also announced high-level appointments to key ministries, enhancing institutional capacity and governance. Notable appointments include:

Ministry of Foreign Affairs: Zohri Sakkil as director of financial and general affairs; Mohamed Amine Belhaj as director of economic diplomacy.

Ministry of Health and Social Protection: Ahmed Bouhjar as director of the Higher Institute of Nursing and Health Techniques in Dakhla.

Ministry of Education: Chahid Lakbidi as director of the National Center for Quality in Educational Institutions; Ilham Bengnou as director of prospective studies, planning, and statistics; Ikram Bouayad as director of preschool education organization.

Ministry of Energy Transition and Sustainable Development: Mohamed Broui as director of environmental control, evaluation, and legal affairs.

These appointments reflect a commitment to improving public service delivery, promoting efficiency, and achieving Morocco’s development objectives.

Governance and reform focus

This council session highlights the government’s dedication to structural reforms aligned with Morocco’s new development model. Initiatives prioritize social protection, economic modernization, and environmental sustainability, aiming to reduce inequalities and foster youth inclusion.
