Master 2025-2026: scholarship criteria clarified by ministry
The Moroccan Ministry of Higher Education, Scientific Research, and Innovation has clarified the criteria for awarding university scholarships to master’s students for the 2025-2026 academic year. The guidelines, announced by Minister Azzedine El Midaoui, are based on social and academic merit.
According to the minister, scholarships will be awarded through two main criteria. The first focuses on social merit, targeting students who previously received a scholarship during their undergraduate studies. The second criterion is academic merit, based on rankings in master’s entrance examinations, and is limited to 20% of the quota allocated to each university. This portion is reserved for new students who did not receive an undergraduate scholarship.
The measure applies exclusively to Moroccan students under the age of 30 as of December 31, 2025, who are neither employed nor receiving other scholarships. Scholarships are valid for a maximum of two years.
Universities are required to submit lists from selection committees detailing the status of all newly registered students under the 20% quota, including whether they are scholarship recipients, employees, or functionaries. The process will rely solely on electronic data exchange between universities and the National Office of Social and Cultural University Works (ONOUSC) through the dedicated scholarship platform.
Deadline dates have been set for January 10, 2026, for social merit lists and February 7, 2026, for academic merit lists.
