Macron warns Russia refuses ceasefire as revised Ukraine peace plan meets resistance

French President Emmanuel Macron has declared explicitly that Russia shows no willingness to agree to a ceasefire with Ukraine at this time. Speaking after a high-level video conference with 30 coalition countries supporting Ukraine, Macron emphasized the need to maintain pressure on Moscow amid ongoing hostilities. Despite Russia’s claims of readiness for peace, Kyiv suffered multiple missile and drone attacks targeting civilian infrastructure, killing several and disrupting essential services. Macron condemned these actions as stark evidence contradicting any Russian desire for peace.

Efforts to revise the controversial U.S.-led 28-point peace proposal continue, with amendments aimed at addressing Ukrainian and European concerns. While Ukrainian President Volodymyr Zelensky has indicated readiness to accept most of the updated plan, Macron noted that Moscow remains unwilling to seriously discuss the modified framework. The revisions focus on securing Ukraine’s sovereignty, economic recovery, and security guarantees, but Russian resistance casts doubt on progress.

Macron underlined that any peace settlement must guarantee Ukraine’s military strength without limitations to deter future aggression. France and the United Kingdom advocate deploying a multinational peacekeeping force in strategic Ukrainian cities such as Kyiv and Odessa once a ceasefire is achieved. Coalition leaders have tasked military authorities with accelerating joint planning for security guarantees, while maintaining sanctions pressure on Russia remains crucial due to the freezing of Russian assets within the European Union.

The French president warned against premature peace that fails to ensure lasting stability, emphasizing that peace must start with an unconditional ceasefire and sustainable security arrangements. His message underscored the delicate balance between diplomatic efforts and military support in the ongoing conflict, signaling continued international commitment to Ukraine’s resilience and sovereignty.
