Government council discusses market supply, legal reforms, and strategic appointments
The Moroccan government council convened on Thursday, February 20, 2025, under the chairmanship of Prime Minister Aziz Akhannouch. The session focused on a sectoral presentation, legal reforms, an international agreement, and the appointment of senior officials, in accordance with Article 92 of the Constitution.
The meeting began with a presentation on the supply of food products during Ramadan 2025-1446, delivered by Ahmed El Bouari, Minister of Agriculture, Fisheries, Rural Development, Water, and Forests. The minister highlighted the efforts of all stakeholders to ensure the steady supply of agricultural and food products in national markets. He emphasized the ministry's commitment to enhancing quality control throughout the supply chain to guarantee the availability of sufficient food supplies during the holy month.
Minister Ahmed El Bouari affirmed the ministry’s readiness, in collaboration with partners and professionals, to closely monitor market conditions and ensure product quality.
Following this, the council deliberated on and approved Draft Law No. 75.24, which amends Law No. 12.06 on standardization, certification, and accreditation. This bill, presented by Ryad Mezzour, Minister of Industry and Trade, includes provisions designating the Moroccan Institute for Standardization as the reference body responsible for issuing certifications related to carbon content declarations. These certifications will align with applicable national standards and aim to ensure international recognition of carbon content declarations.
The council also examined and approved Draft Decree No. 2.24.920, establishing the National Committee for Managing Nuclear, Radiological, Biological, and Chemical Risks. This decree, presented by Abdelouafi Laftit, Minister of the Interior, seeks to create a framework for coordination among government sectors and relevant agencies. The committee will serve as a horizontal platform to unify efforts in addressing safety and security risks in the nuclear, radiological, biological, and chemical domains.
Additionally, the council reviewed an agreement on the transfer of convicted individuals between the Kingdom of Morocco and the Republic of Austria. Signed in New York on September 27, 2024, the agreement and its corresponding Draft Law No. 64.24, presented by Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, aim to strengthen judicial cooperation between the two countries. It enables convicted individuals to be transferred to their home countries to serve their sentences, facilitating their social reintegration.
The session concluded with the council approving senior appointments in accordance with Article 92 of the Constitution. At the Ministry of Agriculture, Fisheries, Rural Development, Water, and Forests – Agriculture Sector, the following appointments were made:
- Ziad Abdeslam as Director of Strategy and Statistics.
- Meryem Fares as Director of Human Resources.
At the Ministry of National Education, Preschool, and Sports – Education Sector:
- Khalid Benichou as Director of Legal Affairs and Disputes.
