European leaders rally behind Ukraine as NATO and EU discuss security pledges in Brussels

NATO Secretary General Mark Rutte hosted Ukrainian President Volodymyr Zelenskyy in Brussels for high-level talks with European Council President António Costa and European Commission President Ursula von der Leyen. The meeting marked a renewed show of European solidarity as leaders sought to coordinate their stance amid US-led peace discussions aimed at ending the war in Ukraine.  

The closed-door gathering followed Zelenskyy’s high-profile meetings in London with British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz. European officials have expressed concern that Washington’s latest ceasefire proposal could pressure Kyiv into territorial concessions, undermining its sovereignty. Brussels, in turn, focused on ensuring that any future peace framework remains anchored in mutual security commitments and long-term defense support for Ukraine.  

European unity on security guarantees  

Addressing reporters en route to Brussels, Zelenskyy reaffirmed Ukraine’s refusal to surrender territory, insisting that “no country has the right to recognize Russian control over Ukrainian land.” He highlighted the growing alignment among European partners through the Coalition of the Willing, which now includes 26 nations preparing a robust security package. Once finalized, the plan could lead to the deployment of peacekeeping forces after any ceasefire agreement, creating a new layer of European security involvement in Eastern Europe.  

Funding and weapons initiatives  

Financial assistance and weapons procurement dominated much of the Brussels discussions. Zelenskyy noted that Ukraine will need around $15 billion in 2026 to fulfill its Prioritised Ukraine Requirements List (PURL), a NATO framework that helps allies purchase US-made armaments for the Ukrainian military. Current funding for 2025 still faces an $800 million shortfall, despite recent contributions such as the Netherlands’ €700 million package.  

Von der Leyen’s proposed €90 billion EU reparations loan, backed by frozen Russian assets, also took center stage. Seven European leaders urged swift approval of the initiative before the December European Council summit, despite Belgium’s hesitation over legal implications related to its financial markets. In a gesture of solidarity, Italian Prime Minister Giorgia Meloni announced fresh humanitarian and logistical aid, including electrical generators to help stabilize Ukraine’s war-damaged energy grid.  

As diplomatic momentum builds in Brussels, European leaders are positioning themselves as the main guarantors of Ukraine’s long-term security. The ongoing dialogue shows a clear intent: preserving unity, ensuring defense continuity, and reaffirming Europe’s central role in shaping the outcome of the war.
