EU Membership Talks Resume: Ukraine and Moldova Officially Restart Negotiations

The European Union's enlargement process is making significant progress with the official resumption of membership negotiations for Ukraine and Moldova. After several months of political uncertainty, the twenty-seven member states have reached a consensus allowing for a new phase of discussions with the two candidate countries.

This decision sends a strong political signal to Kyiv and Chișinău, who have been engaged for several years in a broad reform agenda aimed at aligning their institutions, legislation, and standards with European requirements.

A Green Light Anticipated by Kyiv and Chișinău

The opening of the first round of negotiations is a symbolic yet essential step in the membership journey. European leaders have praised the efforts made by Ukraine and Moldova to continue their reforms despite a particularly complex context.

For Kyiv, this advancement holds special significance. Since the outbreak of war with Russia in 2022, Ukrainian authorities have made their alignment with the European Union one of the pillars of their political and diplomatic strategy.

Moldova, engaged in a similar process, also views this development as recognition of the transformations undertaken in recent years to strengthen its institutions and modernize its administration.

Fundamental Values at the Core of Initial Discussions

The negotiations will begin with a thematic set focused on the fundamental principles of the European Union. This chapter addresses issues such as the rule of law, the functioning of democratic institutions, judicial independence, fundamental rights, and the fight against corruption.

This phase is considered one of the most important in the membership process, as it conditions the opening of other negotiation areas.

To join the European Union, a candidate country must demonstrate its ability to apply the entire body of community rules governing a wide range of sectors, including the economy, agriculture, environment, competition, and social policies.

The End of a Political Stalemate

The resumption of discussions has been made possible by the lifting of the opposition that had paralyzed the file for several months. Hungary had previously stalled progress in negotiations with Ukraine, citing disagreements related to the rights of the Hungarian minority living in Ukraine.

However, the arrival of a new government in Budapest has changed the dynamics. A rapprochement between Hungarian and Ukrainian authorities has helped to unblock the situation following the conclusion of an agreement addressing several sensitive claims.

This development has also benefited Moldova, whose membership timeline was closely tied to that of Ukraine in European discussions.

A Journey That Still Seems Long

Despite this diplomatic advancement, effective membership remains a long-term goal. Both countries will still need to overcome many technical and political hurdles before they can integrate into the European bloc.

Each chapter of negotiation must be opened and then closed after verifying compliance with European criteria. Once this process is completed, the entry of new members will require the unanimous approval of member states as well as the necessary national ratifications.

The experience of other candidate countries shows that this journey can extend over many years. European institutions emphasize that the opening of this first cycle of negotiations represents more the beginning of a new phase than the approach of imminent membership.

For both Ukraine and Moldova, this decision nonetheless marks a major diplomatic advancement and encouragement to continue the reforms initiated towards a lasting rapprochement with the European Union.
