Elon Musk says US government controls satellite restrictions affecting Ukraine
Elon Musk has said that any restrictions imposed on Starshield, the satellite communications system used by Ukrainian forces, are determined by the US government, with final authority resting with President Donald Trump. His remarks have renewed debate over Washington’s influence on Ukraine’s access to technology supporting its military operations.
In a statement published on his social media platform X on Thursday, October 15, Musk said Starshield is owned and controlled by the US government. He explained that decisions concerning limitations on the system’s capacity or use fall under the responsibility of the US military and, ultimately, the American president.
The comments follow reports from Ukraine that restrictions on satellite access had disrupted some air defence activities and drone operations. The reported difficulties have raised concerns in Kyiv about the reliability of communications infrastructure that plays an important role in coordinating military efforts against Russian forces.
Satellite connectivity has become a significant component of Ukraine’s defence capabilities since Russia launched its full-scale invasion in February 2022. Reliable communications help military units exchange information, coordinate movements and maintain contact in areas where conventional networks are damaged or unavailable. Any interruption can therefore create operational challenges, particularly during active combat.
Musk also renewed his criticism of Ukrainian President Volodymyr Zelensky, arguing that the Ukrainian leader should leave office. He suggested that the conflict would continue to claim lives while Zelensky remained in power, adding to the controversy surrounding the billionaire’s public interventions in the war and the future of Western support for Kyiv.
Zelensky, meanwhile, called for the satellite service to be restored, describing the reported interruption as a major mistake. He warned that continued attacks without access to the relevant communications capabilities could put lives at risk.
The dispute highlights the strategic importance of satellite infrastructure in modern warfare and the extent to which military operations can depend on technology supplied or controlled by foreign governments and private-sector companies. For Ukraine, maintaining access to secure and dependable communications remains essential as it continues to defend its territory.
Starshield should also be distinguished from Starlink, another satellite network operated by SpaceX. Starshield is designed primarily for government and national security applications, while Starlink was developed mainly to provide broadband internet connectivity. Starlink has also been used extensively in Ukraine, including for communications in areas affected by the war.
The episode underscores the broader questions surrounding technological dependence, military decision-making and political authority. As Ukraine continues to rely on external support, decisions affecting access to satellite systems remain closely tied to the wider debate over Washington’s role in the conflict and the future of its relationship with Kyiv.
