Africa calls for stronger role in global tax governance
The 11th African Tax Symposium concluded in Rabat after three days of discussions focused on the future of international taxation and Africa’s position in shaping global fiscal rules. Experts, public officials and economic actors gathered under the theme “International tax trends, an African perspective” to examine how the continent can respond to rapid economic and regulatory change.
The discussions centered on the need for African countries to build more resilient tax systems capable of adapting to structural shifts in the global economy. Participants highlighted the impact of digital transformation, new value creation models and evolving international standards on domestic fiscal frameworks. They stressed that tax administrations must adjust quickly to maintain efficiency and safeguard public revenues.
Younes Idrissi Kaitouni, Director General of Taxes, said Africa now seeks a more active role in designing international tax rules rather than limiting itself to their implementation. He argued that the continent must strengthen its voice in global negotiations to reflect its economic realities and development priorities.
The symposium also emphasized regional cooperation as a key driver for progress. Delegates called for stronger coordination between African tax authorities to address cross-border services, transfer pricing and the challenges of the digital economy. Artificial intelligence and digital tools were presented as essential instruments to improve tax collection, enhance transparency and modernize public administrations.
Organizers noted that innovation will play a central role in building more effective fiscal systems across the continent. Belema Obuoforibo, President of the CSAT, welcomed the quality of discussions and highlighted Morocco’s role in hosting the first edition of the symposium in North Africa. Participants also linked tax reform to broader issues of trade, investment and economic sovereignty across African states.
