Spain’s Minister of Inclusion, Social Security, and Migration, Elma Saiz, has praised the collaborative efforts between Morocco and Spain in advancing circular migration, particularly through the innovative “Wafira” program. The initiative, designed to promote women’s entrepreneurship among seasonal migrant workers from rural Moroccan communities, has already made significant strides in empowering women and strengthening bilateral ties.

Empowering women through skill development

The “Wafira” program has emerged as a cornerstone of Morocco and Spain’s partnership, benefiting 209 Moroccan women by equipping them with essential skills to contribute meaningfully to their local economies. By focusing on entrepreneurship, the program not only enhances the economic prospects of these women but also fosters sustainable development in their communities.

Minister Saiz emphasized the program’s dual benefits, stating, “This model of cooperation benefits both Morocco and Spain.” She underscored the importance of maintaining and expanding such initiatives to ensure more effective management of human mobility and to strengthen the socio-economic fabric of both nations.

A foundation of robust bilateral relations

The success of the “Wafira” program reflects the broader framework of Morocco and Spain’s bilateral relations, which are built on strong economic and trade exchanges. Saiz’s recent visit to Morocco highlighted the significance of productive migration policies, such as circular migration, in fostering mutual growth and cooperation.

Looking ahead, the minister expressed her commitment to evaluating the program’s impact and exploring opportunities to scale its reach. This forward-looking approach demonstrates the program’s effectiveness and its potential to serve as a model for similar initiatives in the region.

By focusing on empowerment, collaboration, and sustainable development, the “Wafira” program stands as a testament to the transformative power of international partnerships in addressing shared challenges and creating opportunities for growth.
