Morocco Strengthens Its Diplomatic Leadership at the Helm of the International Forum of Sovereign Wealth Funds
Morocco has reinforced its diplomatic leadership on the global stage during the Annual Summit of the International Forum of Sovereign Wealth Funds (IFSWF), held in Muscat from November 3 to 6. With the renewed presidency of Ithmar Capital on the Board of Directors for a second three-year term, the Kingdom continues to play a pivotal role in redefining global sovereign investment strategies.
Under the high patronage of Sayyid Theyazin bin Haitham Al Said, Crown Prince of Oman, the event brought together over 200 representatives from sovereign wealth funds and multilateral institutions across 50 countries. The theme of this edition, Embracing Change and Building a Resilient Future, highlighted collective responses to global challenges such as energy transition, artificial intelligence, and global policy management in an era of rapid transformation.
A Key Diplomatic Role for an Influential Morocco
Ithmar Capital’s leadership within the IFSWF exemplifies Morocco's commitment to fostering inclusive and proactive global economic governance. Since its election in 2021, Ithmar Capital, led by Obaid Amrane, has amplified the voice of emerging and African economies, strengthening South-South cooperation in sovereign investments.
Obaid Amrane has played a decisive role in structuring the IFSWF's strategic priorities, enhancing the Forum’s attractiveness while encouraging the inclusion of new members such as Ghana Petroleum Funds and the Maharlika Investment Corporation from the Philippines. This has positioned Morocco as a pivotal player in international discussions on critical issues like sustainable finance, technological innovation, and energy transition.
This diplomatic success underscores Morocco’s ability to forge strategic ties across continents and draw attention to global priorities such as energy transition and sustainable development. By positioning sovereign wealth funds as key actors in economic transformation, Morocco solidifies its image as a visionary leader.

Notable figures included Salim Al Aufi, Oman’s Minister of Energy and Minerals; Abdulsalam bin Mohammed Al Murshidi, Chairman of Oman’s Sovereign Fund; and Yan Liu, a representative of the IMF. Private sector leaders like Robert Smith, Antonio Gracias, and Elon Musk contributed valuable insights on technological innovation and artificial intelligence.

Morocco’s presidency of the IFSWF marks a major diplomatic achievement, confirming the Kingdom's ability to occupy a central role in global economic forums.
